CONTEST OUTLINE

AIM
To promote the four cities of Mito, Utsunomiya, Maebashi and Takasaki in the North Kanto area, as destinations for international tourists by showcasing their attractiveness in videos submitted by non-Japanese entrants that will be shared on social media to a reach a global audience.
SPONSOR
North Kanto Core City Joint Conference Participating Cities: Mito, Ibaraki; Utsunomiya, Tochigi; Maebashi, Gunma; Takasaki, Gunma.
ENTRANT QUALIFICATIONS
The Entrant must be a non-Japanese person, either residing in Japan or visiting as a tourist.
CONTEST TIMELINE
(1)Uploading of videos and entry period Monday 2nd July 2018 - Saturday 31st August 2019 (1 year 2 months)
(2)Period for counting number of views Three months (counting starts from the Wednesday of the new week after the video's registration via this website).
(3)Judging by panel December 2019
(4)Release of results Late January 2020 (notification via the Contest website) ※Winners will be notified by email sent to the email address if available on their YouTube account, or by posting a comment in the video’s comment section.
TYPE OF VIDEOS ACCEPTED
There is no restriction on genre or specific content, other than the video promote the attractiveness of the four cities (Mito, Utsunomiya, Maebashi, and Takasaki).
JUDGING
Videos will be judged on the following 2 criteria
①Number of views on YouTube during the 3 month counting period. Videos will first be ranked in order of highest number of views.
②Video content will then be judged according to its merit in showcasing the attractiveness of each city, its usefulness as a promotional tool, and its anticipated value in attracting international tourists.
HOW TO ENTER
Upload a video shot with a smartphone or video camera to YouTube, and then register it by accessing the Contest's entry form via the SUBMIT button below. When uploading your video to YouTube, be sure to include nkvc2018 in its title.

CONTEST ENTRY GUIDELINES

VIDEOS ACCEPTED
Must have been made by a non-Japanese person and the video's purpose must be to promote the attractiveness of the cities of Mito, Utsunomiya, Maebashi and Takasaki. The theme of the video is otherwise not fixed.
ENTRY PERIOD
Monday 2nd July 2018 - Saturday 31st August 2019.
ENTRANT QUALIFICATIONS
The Entrant must be a non-Japanese person, either residing in Japan or visiting as a tourist.
※The Entrant must not hold Japanese citizenship ※Identification (passport, Resident Card, Special Permanent Resident Card or other applicable document) of prize-winning Entrants will be checked prior to the awarding of prizes.
HOW TO ENTER
Upload a video shot with a smartphone or video camera to YouTube during the Entry Period, and then register it by accessing the Contest's entry form via the SUBMIT button below.
When uploading your video to YouTube, be sure to include nkvc2018 in its title
ENTRY REQUIREMENTS FOR VIDEOS
(1)Uploaded videos must feature one of the 4 cities, or a combination of any of the 4 cities.
(2)Videos that show third persons must have gained their consent.
(3)If the video uses any material (music, etc.) covered by copyright laws, it is the responsibility of the Entrant to obtain permission for use.
(4)Videos must not have been previously entered in, or be intended for entry in any other video contest.
(5)Videos must not contain malicious slander, or violate public order or morality.
PROHIBITIONS
With regard to Entrants and videos of this Contest, the following acts are prohibited.
(1)Acts that infringe laws and ordinances, or acts that aid, solicit, enforce or promote acts infringing laws and ordinances.
(2)Acts that interfere with the operation of the Contest, and acts that the Administration deems inappropriate.
(3)Acts that infringe on the honor, social standing, privacy, portrait rights, publicity rights, copyright or other intellectual property rights, or any act that infringes on other rights (those decided by law and including all others with judicial precedent).
(4)The slander, intimidation, or harassment of other Entrants.
(5)Acts in contradiction of general common sense and public morals.
(6)Acts of falsehood or providing misleading information to encourage unintentional views.
(7)Acts in contradiction of the Contest's objective.
(8)Any other acts equivalent to those above.
USE OF VIDEOS ENTERED
Videos in violation of these Contest Entry Guidelines will not be considered for judging. Upon entering a video, the Entrant gives permission for its free use including secondary use, by the sponsor (North Kanto Core City Joint Conference), and the 4 participating cities. Entrants of winning videos agree that their video will be given to the Sponsor.
USE OF PERSONAL INFORMATION
Any personal information gained through this Contest will be strictly managed by the Sponsor, and will only be used for matters related to the Contest (sending of prize announcements, etc.). Accordingly, in certain situations, personal information may be provided to third parties responsible for handling such duties.
DISCLAIMERS
(1)The Sponsor will not be held responsible for any trouble between the Entrant and a third party that arises from a violation of these Contest Entry Guidelines. The Sponsor, excluding in the case of intentional acts or acts of gross negligence, will not be held responsible for any damages to the Entrant as a result of the Contest.
(2)In the case of a complaint, the seeking of payment, or objection in relation to a violation of rights or seeking of compensation by a third party arising from videos entered in the Contest, the Entrant shall deal thoroughly with the matter alone, without involving the Sponsor.
(3)Any costs incurred in shooting the video remain solely the responsibility of the Entrant.
(4)The Sponsor retains the right to make a final decision on any points not contained in these Contest Entry Guidelines.
(5)The Sponsor retains the right to make revisions, additions and changes to any part of these Contest Entry Guidelines at any time without prior warning.
